On January 8, 2016, representatives from MHSA member agencies participated in the first session of the 2016 MHSA Health Care & Homelessness Symposium. In light of current efforts to reform MassHealth, this series of conversations was established to address critical issues related to the intersection of health care and homelessness.
The initial session, MassHealth & Alternative Payment Models, featured guest speaker Aditya Mahalingam-Dhingra, Manager of Payment Innovation at MassHealth, Executive Office of Health and Human Services. The session also featured remarks from Scott Taberner, Chief of Behavioral Health and Supportive Care at MassHealth.
In his presentation, Aditya Mahalingam-Dhingra focused on MassHealth’s efforts to develop a “sensible care delivery and payment structure” in which MassHealth pays for “value, not volume.” In order to reduce cost growth and improve care coordination, MassHealth plans to shift from a fee-for-service model to an Accountable Care Organization model with a greater focus on delivery system integration.

MHSA extends our thanks to Aditya Mahalingam-Dhingra and Scott Taberner for an incredibly informative discussion. We encourage MHSA member agencies to join us for future sessions as we continue this important dialogue about the place of homeless service providers within the larger health care and service community.
